Bill Aaron
Chair

William D. Aaron, Jr. is the Managing Shareholder (President and Chairman of the Board) of Aaron & Gianna, PLC A Professional Law Corporation. He holds a Bachelor of Arts from Duke University and a Juris Doctorate from Loyola University. Mr. Aaron has been a practicing attorney since 1977 and is admitted to legal practice in Louisiana, Texas and the District of Columbia. His public sector experience includes service as City Attorney for the City of New Orleans, Special Prosecutor for the Orleans Parish District Attorney’s Office and Assistant District Counsel for the U. S. Small Business Administration. He practices in a variety of areas including complex civil and commercial litigation, real estate transactions, state and local government law, telecommunications, public education, banking, professional liability, ethics and general business. Mr. Aaron has served on several corporate and non-profit boards. He is a Founding Shareholder and Director of First NBC Bank and an Independent Director of First NBC Bank Holding Company (A Public Company). He is active in the local and regional business communities and has served on the Boards of Greater New Orleans, Inc., the New Orleans Chamber of Commerce (Chairman – 2012) and the Jefferson Business Council (Chairman – 2016). Mr. Aaron’s legal practice has included the representation of traditional school districts as well as charter schools.

Pat LeBlanc
Vice Chair

Pat LeBlanc is an attorney in private practice in Jefferson Parish. She is active in numerous civic and business groups in the metropolitan area. Currently she serves as a Trustee for Greater New Orleans Foundation, the Chair of the Metairie Business Development District, the vice chair Jefferson Community Fund, a member Jesuit President Advisory Council, a Director Mt Carmel Academy, a Director emeritus Greater New Orleans Inc.

Mrs. LeBlanc has been married for 35 years to Byron LeBlanc and they have four children.

Kandace Hamilton
Secretary

Ms. Kandace R. Hamilton is an attorney at Tulane University where she serves as the Associate Director of the Office of Institutional Equity. In her role, Ms. Hamilton administrators Tulane’s Equal Opportunity/Anti-Discrimination policies and primarily investigates and redresses internal complaints related to issues of harassment, discrimination, retaliation, and sexual assault based upon protected characteristics such as age, disability, gender, gender expression, marital status, national origin, pregnancy, race, religion, veteran status, etc. Ms. Hamilton regularly works in the areas of Titles IV, VI, VII, IX VAWA, ADA HIPAA, FERPA, and PDA, among other laws and regulations. She also conducts trainings for Tulane’s workforce and student population, which includes nearly 4,500 employees and over 13,000 undergraduate/graduate students respectively. Prior to joining the Office of Institutional Equity, Ms. Hamilton worked as a Judicial Law Clerk to the Honorable Madeline Jasmine at the Fortieth Judicial District Court in St. John the Baptist Parish. Ms. Hamilton serves on the Louisiana State Bar Association’s Diversity Committee, LABWA, and the BESE Disciplinary Hearing Officer Board. She also Co-chairs the LSBA’s Pipeline to Diversity and Outreach Subcommittee and she is an active member of Delta Sigma Theta Sorority, Inc. Ms. Hamilton graduated cum laude from Birmingham-Southern College with a Bachelor of Arts degree in History and a Bachelor of Science degree in Political Science in 2006. Ms. Hamilton earned her Juris Doctorate from Loyola University New Orleans College of Law in 2009, graduating in the top twenty percent of her class.

Brittney Ankersen
Director

Brittney B. Ankersen is an attorney with Degan, Blanchard & Nash where she is primarily engaged in civil litigation. She received her undergraduate degree from the University of Alabama and her Juris Doctorate and Civil Law Certificate from Loyola University of New Orleans College. Ms. Ankersen currently serves as a Board of Ambassador for the American Cancer Society and is a provisional member of the Junior League of New Orleans.

David Huete
Director

David Armstrong Huete retired in late 2014 after a 39+ year career at Shell Oil Company and its affiliates. For the latter half of his career, he served as an internal consultant specializing in decision quality and strategic planning.

In 1971 Mr. Huete graduated summa cum laude from Jesuit High School in New Orleans. He received a Bachelor of Civil Engineering degree with highest honors from the Georgia Institute of Technology in March 1975, and immediately joined Shell in New Orleans. In his career with Shell, Mr. Huete worked in design, project management, and surveillance for offshore platforms; deepwater production system technology development; and economics and strategic planning. He held several supervisory positions, including that of the technology team that developed the concept for the Auger Tension Leg Platform, Shell’s first deepwater floating facility installed in 1993.

Subsequent to his retirement from Shell, Mr. Huete has continued to assist various non-profit organizations with strategic planning.Mr. Huete is a Professional Engineer registered in Louisiana. He holds, either solely or with others, 18 patents granted by the US Patent Office.

Mr. Huete was the founding President of Core Element: The Greater New Orleans STEM Initiative, a local nonprofit that promotes quality teaching of Science, Technology, Engineering, and Mathematics for grades K through 12. He continues as a member of their Board of Directors.

An eighth-generation New Orleanian, Mr. Huete is married to the former Maria Mercedes Pardo. He has five children and one granddaughter. His hobbies include railroading (both prototype and model), volunteering, and annoying his teenage children.

Allison Plaisance
Director

Ms. Plaisance is a member of Ernst & Young LLP’s Tax Services practice in New Orleans, where she practices in the area of federal tax consulting with a particular emphasis in the energy, chemicals, and utility industries. She specializes in the areas of research tax credits, tangible property regulations, and domestic production activities deduction. Ms. Plaisance is a Certified Public Accountant licensed in the states of Texas and Louisiana, is a member of the American Institute of Certified Public Accountants, is certified in Financial Forensics and holds the credential of Charted Global Management Accountant. She has taught at local Tax Executive Institute TEI chapter events on current events regarding topics of research and development, domestic production activities deduction, and tangible property regulations. Ms. Plaisance holds a Bachelor of Science in Accounting and International Business from Loyola University New Orleans.

Lisa Rebowe
Director

Ms. Rebowe is the Dealer Principal of Leson Chevrolet Co., Inc. She serves as Vice Chairman of General Motor’s National Women’s Retail Dealer Council, Chairman of General Motor’s Women’s National Scholarship Committee and serves as Vice President of Chevrolet’s local marketing association. She is a member of The National Automobile Dealers Association and The Louisiana Automobile Dealers Association. Ms. Rebowe is a Certified Public Accountant licensed in the State of Louisiana and is a member of The Louisiana State Society of Certified Public Accountants. Ms. Rebowe holds a Bachelor of Science degree in Accounting from Loyola University New Orleans.
